IMF Recommends Immediate Action on Malta’s AML and CFT Supervision

A Financial System Stability Assessment Report was purportedly issued by the IMF on Thursday, Feb. 28, and represents an assessment of Malta’s financial system, the quality of the regulatory and supervisory framework, as well as the country’s ability to cope with financial crises. The International Monetary Fund (IMF) has said that the Malta Financial Services Authority (MFSA) has critical gaps in its supervision for anti-money laundering (AML) and combating the financing of terrorism (CFT), and is recommending “urgent action.” According to the Times of Malta, the report noted the need for enhanced screening processes for beneficiary owner information and monitoring of risk-sensitive accounts. In regard to blockchain technology and cryptocurrencies, the report purportedly recommended to employ more resources to supervise service providers.

Major cryptocurrency exchange Binance is offering a reward for testing the company’s new decentralized trading platform Binance DEX. The news was announced by Binance CEO Changpeng Zhao in a tweet on Feb. 28. In the post, Changpeng Zhao, who also goes by CZ, invites users to test the recently launched exchange and thus help start the mainnet faster. Users will subsequently be rewarded with Binance’s native token, Binance Coin (BNB). DEX is an exchange powered by blockchain and peer-to-peer (p2p) distributed system Binance Chain, whose testnet launch was announced on Feb. 20.

Major Saudi ATM Provider Partners With Blockchain Identity Platform

Saudi automated teller machine (ATM) provider Alhamrani Universal (AU) has collaborated with blockchain identity platform ShoCard to develop a blockchain-based biometric ATM.The collaboration will see AU and ShoCard create a new type of an ATM combining  blockchain technology and biometrics as part of a five-factor authentication process. The ATM will reportedly allow customers to use a blockchain-based app and facial recognition instead of personal identification numbers to withdraw funds. The ATMs will purportedly be able to communicate across banks in the region, while the deployment of blockchain technology will allow it to confirm users’ identities without the need to access bank databases. Armin Ebrahimi, Founder and CEO of ShoCard, said that blockchain “protect[s] individuals’ identity while confirming the information that banks need to verify that a withdrawal is legitimate.”

Russian President Vladimir Putin Sets July 1 Deadline for Crypto Regulations

The Russian President ordered his country’s government to fast track the adoption of federal laws related to cryptocurrencies no later than July 1, 2019. That the government is committed to working on this matter is illustrated by the firm deadline set by the Russian Duma and confirmation from an executive order appearing on the Kremlin’s official website on February 27, 2019. The order read: “Federal laws aimed at the development of the digital economy, including determining the procedure for conducting civil law transactions in electronic form, as well as regulating digital financial assets and attracting financial resources using digital technologies. Deadline – July 1, 2019.” The current stance shows the government’s determination to refine its vision of the crypto space and encourage the creation of effective laws that will promote the use and adoption of cryptocurrencies besides attracting blockchain and crypto-oriented investments to develop the technologies.
