The largest cryptocurrency continued its unexpected march higher this week, surging to as high as $5,316 in late U.S. trading before paring back some gains by Asia hours Thursday. The Bloomberg Galaxy Crypto Index, which tracks a basket of the largest digital tokens, has rallied as much as 28 percent this week, on track for a fifth straight weekly gain after months of relative inactivity.

South Korean officials are considering a revision of existing regulatory frameworks regarding digital currencies, local media outlet ZDNet Korea reported on April 4.

Speaking at the Deconomy conference in Seoul, top government officials reportedly stated that the country has to re-evaluate cryptocurrency policies in order to facilitate the growth and maturity of the cryptocurrency market. One official outlined the importance of creating a place where the industry, financial institutions, and government-related organizations could communicate and jointly develop relevant guidelines. Song Hee-kyong, co-president of the 4th Industry Forum of the National Assembly, said:

"The government has misunderstood the virtual currency and tried to meet the real currency standards, so there are various problems.The industry does not stand still while waiting for the regulatory sandbox authorization, so it is just like keeping it in the box."

Tom Lee of Fundstrat Global Advisors believes that the fair value of Bitcoin is around $14,000. The research chief and managing partner at Fundstrat also says that the old Bitcoin whales are back and have begun to buy back massively due to a shift towards positive market sentiments.

Speaking to CNBC on Thursday (April 4, 2019), Lee commented on the recent price surged experienced by the top-ranked cryptocurrency, saying:

Bitcoin had a rough 2018 and for much of 2019, it has been steadily climbing and from what we can gather, it is because there are a lot of positive things taking place. A lot of the old whale wallets are buying Bitcoin.

According to Lee, many of these old whales liquidated their BTC holdings back when bitcoin price almost topped $20,000 in mid-December 2017. It would seem like there is a shift in market sentiment towards the positive end of the spectrum.
